A Message from the Board Chair, DeMetris Sampson….
Please allow me to take this opportunity to thank you for the support and encouragement you have shown the Zan Wesley Holmes, Jr. Community Outreach Center (ZWHJCOC) in 2015. Our mission is to help “create self-sustaining pathways out of poverty for young people and families” in Dallas. It has been an incredible journey as we strive, with your continued support, to do even better in 2016. Your support has made possible critical activities and programs including:
- DR. ALLEN R. SULLIVAN DREAM ACADEMY
ZWHJCOC provides specialized professional instruction in the areas of Basic Education Skills, English as Second Language (ESL) training, GED Preparation, and Computer Literacy Skills. Classes are currently being held at MLK Library in South Dallas. We coordinate study and training locations; provide materials and instructors; and provide access to testing through various community partnerships.
- DFW Urban Scouting
ZWHJCOC promotes and perpetuates scouting throughout the inner city and urban metropolitan area by providing financial, human resources, and spiritual support. DFW Urban Scouting Program supports the activities of 6 scout units in the DFW area involving 75 youth.
- PROJECT HOPE Helping others prepare for excellence!
In partnership with DISD, St. Luke “Community “United Methodist Church and ZWHJCOC, we established a robust and sustainable mentoring/tutoring program to support students in Dallas ISD District 9—specifically Dunbar Elementary, Dade Middle School and Madison High School.
- Frazier House (Coming Soon)
When finished, Frazier House will work in partnership with the Dallas Independent School District and other community partners to repurpose Julia C. Frazier Elementary School to offer “one-stop-shop” educational support programs and coordinated social services designed to alleviate community problems arising from poverty, crime, unemployment, substance abuse, school failure, juvenile delinquency and the breakdown of healthy families.

The mission of the Zan Wesley Holmes, Jr. Community Outreach Center is to create self-sustaining pathways out of poverty for young people and families. The purpose of Frazier House is to work in partnership with the DISD to offer adult educational support programs, skills training, and coordinated social services designed to alleviate community problems arising from poverty, crime, unemployment, substance abuse, school failure, juvenile delinquency, and the breakdown of healthy families.
Frazier House is committed to improving the quality of educational outcomes for all students by:
partnering with the Dallas Independent School District to offer education, skills training, and coordinated social services
partnering with institutions who provide programs to address the needs of the neighborhood and family delivered in the neighborhood
Adult Basic Education (ABE)
English as a Second Language (ESL)
General Educational Development (GED)
College Entrance Exams
Individual, Family, & Group Counseling
Projected 40-50 Seat Call Center
August 2016 – Select DISD Departments to take occupancy
Spring 2017 - Renovation complete and Community Programs begin
